Whitewater Announces New Chief of Police

Aaron Raap, New Whitewater Chief of Police

The Police and Fire Commission of the City of Whitewater has selected Aaron M. Raap for the position of Chief of Police.

Raap will replace Chief Lisa Otterbacher, who is retiring June 1st. Raap will plan to begin with Whitewater in early June

After weeks of conducting a national search, phone interviews, and Skype interviews, the decision was down to two candidates. Raap was selected along with finalist Michael J. Scott for a full day interview Thursday, March 1st. The day consisted of interviews with the Police and Fire Commission, City Staff, City Council and a meet and greet for media and citizens.

The Police and Fire Commission made the decision and announced Raap as the new leader of the police department Thursday night.

Raap most recently served as the Operations Manager in Security for Ascension Health in Southeastern Wisconsin but his experience as a law officer for over 26 years with the Milwaukee Police Department was a great attribute when making the decision to bring him to Whitewater.

“We are thrilled that Aaron Raap will be the next Chief of Police for the City of Whitewater,” Police and Fire Commission President, Glenn C. Hayes stated. “Throughout the entire process and pool of candidates from across the country, Aaron stood out. He has a remarkable of depth of experience in law enforcement, outstanding leadership skills, and a truly genuine demeanor.”

While in Milwaukee, Raap worked closely with four college campuses and understands the needs for a city with both citizens and students. “Aaron has worked and led in a wide variety of ethnic populations, businesses and neighborhood settings, including having universities within his district,” stated Hayes. “He is committed to unbiased and ethical policing. The feedback we received from those involved in the interview process and the meet and greet was overwhelmingly supportive of Aaron. We look forward to welcoming him.”

Raap holds both a bachelor’s degree in Administration and a Master of Science degree in Organizational Leadership and Quality from Marian University, Undergraduate studies from the University of Wisconsin-Milwaukee; and a degree from Northwestern University- School of Police Staff and Command and the Senior Management Leadership Program.

The Police and Fire Commission extend gratitude to the various constituencies involved with the success of the hiring process including the City of Whitewater staff and City Manager, Cameron Clapper, sworn and civilian personnel of the Whitewater Police Department, representatives of UW-Whitewater and the Whitewater Unified School District, Jefferson County Sheriff Paul Milbrath, Walworth County Sheriff Kurt Picknell and City PR & Communications Manager, Kristin Mickelson.

“We also could not have handled this process at such a professional level, saving the City taxpayers at least $10,000 or more, without the masterful assistance of the City HR Coordinator, Judy Atkinson,” said Hayes.

On March, 13, 2018, William G Wilson Jr., at the age of 84 years, six months, ten days and two hours passed away, with Jesus leading him by the hand saying, “It’s time to go.” It was that and many prayers on his behalf, that Bill left this world for heaven, with his loving wife at his side. Bill resided at The Gardens of Ridgestone, Elkhorn, WI.

Bill was born on September 3, 1933, to William and Margaret (Dunn) Wilson Sr. in Guilford, Maine. Bill spent his childhood in Bangor, Maine. His favorite number was 13, married for 13 years and died on the 13th. Three’s also played a role with his birth date and the month he died.

Bill proudly enlisted and served his country in the US Army during the Korean War 1953-1956. He was stationed in Japan. Bill was proud of being part of The Far East Honor Guard. The family tradition of service extends to his son and grandson in the Navy. Both served in the nuclear sub program. Bill received his Honor Flight to Washington D. C. on November 7, 2015, accompanied by his son, (Gary) William G Wilson III.

Bill drove semi for many years for many years, like his father, on the east coast. Bill’s other occupations included security guard and maintenance in New Jersey. When residing in Wisconsin, Bill was manager of Blackhawk Manor Senior Living in Whitewater, WI.

Bill was his own man with a stubborn, eastern streak. But he also had a heart of gold. His smile was contagious and would light up the room. Everyone loved his personality. He will be sorely missed by all.

Survivors include his loving wife of 13 years, Donna of Jefferson. Son, (Gary) William G Wilson III (Chris), Daughters, Jill Fischer (Shawn) and Amanda Ware (Bob) of Fort Atkinson. Grandsons, William G Wilson IV (Kendra) Fort Atkinson and Joshua Wilson of San Diego, CA. Bill has four great-grandchildren of Fort Atkinson. He is further survived by his beloved cats, Whispy and Patch.   He was preceded in death by his wife, Patricia, and daughter, Terri; Sisters: Arlene of Bangor, Maine and Dorothy of New Jersey; brother, Roscoe of Bangor, Maine; his beloved dog, King and his cat, Joker. Bill was the last member of his immediate family.

Bill loved animals. When adopting, Whisper came into our lives. She was his baby. Patch showed up shortly after as a stray. He walked in the door and never left. Bill enjoyed the visits from the Lakeland Animal Shelter in Elkhorn every month. It would bring a big smile to his face to play with the puppies. He also enjoyed the Music Men, the singing preacher and the UW-Whitewater student visits. Bill also loved birds. His favorite was the eagle, but he had forty finches outside his window at Ridgestone. After making arrangements for his funeral, an eagle flew over my car on the way home. It was Bill telling me that everything will be ok. As I had told him on his deathbed, “I will be ok, you can leave with Jesus.”

Bill enjoyed collecting many things. He had belt buckles, pocket knives, especially lighthouses, Maine memorabilia, baseball cards, coins and $2 dollar bills. Other interests included puzzles, little kids, Frosty Freeze in Fort Atkinson, building car models, car and motorcycle magazines, John Wayne movies and western TV shows like “Gunsmoke.” He loved working with tools and could fix anything. He loved old cars and could identify a car’s model and year by a single glance. I was always amazed at that. He liked old country western and trucker songs. He loved growing tomatoes and peppers. He loved motorcycles and enjoyed riding his Kawasaki with his son.

Bill was fanatic of The New England Patriots. He loved watching football and watching WWE on TV two times a week. He thoroughly enjoyed when we attended a live show of Monday Night Raw in Milwaukee. One of his favorites was the viper, Randy Orton.

As everyone knew, cabins and camping was a favorite pastime and passion. Bill could cook anything over an open campfire with a cast iron skillet. Some of the items were eggs, pancakes, and sausage. We also enjoyed making pudgy pies and smores. Hot rocks from the fire kept us toasty warm in the sleeping bags. Bill was an excellent horseshoe thrower. He won many championships. He also bowled candle pins in Maine with his sister Arlene. He was very proud of her, winning the state championship three times. She bowled right up to her death for fifty years.

Bill was truly loved by the Ridgestone family. He was a one-of-kind guy. He had many friends, families of residents and staff that loved him so. He called the director, Emily, “The Boss.” He was paid weekly to manage the building. He was the “official” supervisor of Ridgestone. Blessings to each and every one of them at Ridgestone for their thoughtfulness and love. We are especially grateful for the compassionate care of Kayla, Shannon, and Terri. Donna was selfless in caring for Bill until the end. The love they shared will be forever and ever till they meet again.

I would like to thank Dr. Shauna Meyer for her compassionate care of Bill over the years.  The Ridgestone family for the last three years of his life, the Lakeland Hospital Emergency Dept. staff, Aurora physical therapy, occupational therapy and speech therapy. The ladies were wonderful to him. I would also like to thank the UW Heart Clinic and Rainbow Hospice for their care.

A private memorial service will be held in Fort Atkinson with military honors. A gathering will follow in Whitewater. Bill would be happy if you didn’t dress up. He would prefer “Up Nort” or Maine attire to be comfortable like he was.

Memorials may be made to the Jefferson County Humane Society/Lakeland Animal Shelter or the Alzheimer’s Association in Wisconsin.

Bill’s biggest joys in life were the love for his wife Donna, wearing motorcycle/cowboy boots where ever he went and most of all, “A Good Cup of Coffee.”

The Honorable Judge James “Jim” Lynn Carlson, OFS, 74, Whitewater passed away peacefully on March 14, 2018 surrounded by loving friends and family at Glenwood at Mulberry Campus, Whitewater, WI.

Jim was born on January 24, 1944, in Kenosha, Wisconsin to the Hon. Harry V. Sr.  and Corinne (Schmitt) Carlson.  He graduated from Kenosha Bradford High School in 1962,  from UW-Madison with his undergraduate degree in 1966, and his law degree in 1970.  Following law school, Jim began his career as an attorney at the Clark Dempsey Law Firm in Whitewater, also serving at that time as the Assistant City Attorney for Whitewater.  In 1976, Jim was elected District Attorney for Walworth County.  During his tenure as District Attorney, Jim focused on building the capabilities of the office to better serve the interests of Walworth County.  In 1978,   Governor Lee Dreyfus appointed Jim to fill a judicial vacancy for Walworth County.  Following his appointment, he was regularly elected to the court until his retirement on July 31, 2016.  In 2013, the Walworth County Bar Association recognized Judge Carlson’s long and dedicated professional service to the community by awarding him a Lifetime Achievement Award.  By the time of his retirement in 2016, Judge Carlson had become the longest-serving judge in Walworth County history.

Jim was a faithful, active member of St. Patrick Catholic Church, Whitewater.  He was passionate about his faith.  He was a 4th order Knights of Columbus and a 3rd order Franciscan, and invested much time and effort in advancing the missions of both organizations, and acquired many close friends.  Jim traveled on missionary trips to Haiti and the Dominican Republic to provide assistance to needy people. He was also very involved in numerous community and charitable organizations and served in leadership positions, as well as foot soldier activities such as parking cars and selling food at the Walworth County Fair.  He was widely known for his compassion and generosity and readily accepted invitations to serve the community.

Jim was a loving and devoted brother, uncle and Godfather.  He made time for everyone and was a great listener.  He lived a full life of service in his professional, community and religious involvements, yet always made time to show up for family dinners, holiday and birthday celebrations or to watch his nephew and niece’s sporting and school activities. He had a passion for travel, skiing, golf and playing board and card games which he never liked to lose.  He loved the Badgers (longtime football and basketball season ticket holder) and Packers.  He always showed a smile, maintained a calm demeanor (excluding after Packer and Badger losses), and through all his accomplishments and recognitions, remained an unaffected, humble man.

He is survived by his brother Harry (Karen) Carlson, Genesee Depot, WI; nephew Matthew (Clare) Carlson, Cambridge, WI; niece Esther (Robert) Sumner, Kenmore, WA; grandnieces and grandnephews Grace, Thomas Carlson and Ella, Ian Sumner.  He is preceded in death by his parents.

The family extends their heartfelt gratitude to the care provided by the UW Carbone Center, the Mulberry and Glenwood Community staff and Rainbow Hospice, as well as to the St. Patrick’s Church faith community and Jim’s brother Knights and friends for their loving vigil.

Funeral Services will be held on Tuesday, March 20, 2018, at 11:00 am at St. Patrick Catholic Church, 1225 W. Main St., Whitewater, WI 53190.  A visitation will be held on Monday, March 19, 2018, from 4:00 -7:00 pm at St. Patrick Catholic Church and on Tuesday, March 20, 2018, from 10:00 am until the time of the service.  Burial will follow at the Green Ridge Cemetery, Kenosha, WI.  In lieu of flowers, please direct any gifts in Jim’s name to St. Patrick Church, UW Carbone Center or Rainbow Hospice

WUSD Celebrates Dan McCrea’s 15 years as School Board Member

The WUSD School Board invites you to Central Office for a time of celebration for School Board Vice President, Dan McCrea.

Dan has served on the Board for the past 15 years. Dan was president from 2004-2005 and then vice president in 2010-2011 and 2016-present.  His last regularly scheduled school board meeting is March 19.

We want to thank Dan for his many hours and dedication he has given to the students, staff and the community of Whitewater.

Whitewater High School Music students are performing in WHS Chamber Music Festival today, Thursday, March 15,  from 4 pm-8 pm.

March is Music in Our Schools Month! The WHS students will present vocal and instrumental events throughout the evening where they will receive comments from clinicians and suggestions for improving their performance.

Concessions will be available for purchase from the Whitewater Music Parents Association. The community is invited to hear our student musicians throughout the evening.

Reminder – Optimist Club Easter Egg Hunt to be Held on Sunday, March 18

On Sunday, March 18, the UW-Whitewater/Community Optimist Club will be hosting the annual Easter Egg Hunt for the children of the Whitewater community. Come to the Whitewater Middle School, located at 401 S. Elizabeth St, from 2:00 pm-3:00 pm to kick off your spring festivities.

The Optimist Club encourages all children (fifth grade and younger) of the Whitewater community to bring a basket, bag, or anything else that may be able to hold all of the Easter eggs that they can find. There are five age groups of Easter Egg Finders; two years and younger, ages three and four, kindergarten and first grade, second and third grade, and fourth and fifth grade.  The plastic eggs found by the children can be exchanged for a small bag of treats.  A few “Special” eggs may be found by some lucky children—leading to a larger basket of treats.

Not only will children have fun participating in the Easter Egg Hunt, but they will also have the opportunity to meet the Easter Bunny and McGruff the Crime Dog!   The event will be held rain, snow, or shine!  It is sure to bring an anticipation of spring.

Whitewater Cub Scouts Pack 173 Collects Over 1300 Pounds of Food!

Whitewater Cub Scout Pack 173’s food drive to fight hunger was a success thanks to the Whitewater community, scout leaders, parents and, most importantly, the scouts. The scouts collected just over 1,300 lbs of food for the Whitewater Food Pantry.
