Charles was born July 19, 1944, in Davenport, Iowa the son of the late Charles Raymond and Mary Estella Maria (Edwards) Kearns. Ed moved to Whitewater in 1945 with his family and remained until 1982 when he moved to the Tucson Arizona area where he lived until returning to Wisconsin in 2003 where he remained until his death.

Joe graduated from Whitewater High School in 1959. During his 23 years in the United States Navy, he graduated from Southwestern College in 1975.
