During the early morning hours of Monday, May 18, 2026, officers with the Whitewater Police Department were conducting saturated patrol in designated areas of the city that were experiencing vehicle break-ins and burglaries. During this time, officers conducted a traffic stop on a vehicle in the area. During the interaction, officers observed suspicious behavior from the driver (Dustin Krueger, 39-year-old male from Jefferson, WI). Officers saw indicators of suspected drug use. Officers subsequently conducted Standardized Field Sobriety Tests on Dustin Krueger, and he was ultimately placed under arrest for Operating a Motor Vehicle with a Restricted Controlled Substance, contrary to Wisconsin State Statute 346.63(1)(am). A City of Fort Atkinson Police Department K9 unit was requested to respond to the scene. The canine positively alerted to the presence of controlled substances within the vehicle. A search of the vehicle was conducted, which resulted in officers locating the following items:
- 73.9 grams of crack cocaine
- 51.34 grams of methamphetamine
- 4.55 grams of Fentanyl
- Multiple THC vapes
- Numerous items of drug paraphernalia, including digital scales, pipes, torches, and straws.
As a result of the search, Dustin Krueger, as well as two passengers, Zakary Toutant, 32-year-old male from Elkhorn, WI, and Jason Hibbs, 42-year-old male from Fort Atkinson, WI, were arrested on the following drug-related charges, which were sent to the Walworth County District Attorney’s Office: - Possession of Cocaine with Intent to Deliver, contrary to Wisconsin State Statute 961.41(1m)(cm)(4)
- Possession of Fentanyl with Intent to Deliver, contrary to Wisconsin State Statute 961.31(1m)(dm)(1)
- Possession of Methamphetamine with Intent to Deliver, contrary to Wisconsin State Statute
961.41(1m)(4) - Possession of Drug Paraphernalia, contrary to Wisconsin State Statute 961.573(1)
In addition, Dustin Krueger and Zakary Toutant were arrested for Possession of THC, contrary to Wisconsin State Statute 961.41(3g)(e) and Jason Hibbs was arrested for both felony and misdemeanor bail jumping, contrary to Wisconsin State Statutes 946.49(1)(a) and 946.49(1)(b). All three were confined in the Walworth County jail on the charges. Currently no further information is being released, as this is still an ongoing investigation.
